Well, I don't know if it's something that can be reported or not. What they are doing is not in general view of the neighborhood since it's in the back and the fences are tall. The only reason it was noticed is because it was viewed from our 2nd floor.. FYI it was not viewed because we spend time looking over the fence to see what others are up to. :-)  My early-teen son was the 1st to observe.I see it as a delicate situation since it's not in general view, is probably related to religious beliefs, and violates their privacy (though I understand there is no expectation to privacy outdoors). I'm reserving my personal opinions in lieu of what other people might have experienced. 4951

Its not a crime to cut up dead animals. We process our own deer at home. If they are actually bringing livestock in to kill, I am not sure about that. 4951

@BooBear: I have no way of knowing unless I were to employ binoculars. I'm trying very hard not to be graphic here. The runoff across the porch leads me to believe otherwise.

If it really bothers you then I'm sure there is a way to look up laws etc. Have you tried just asking them? 4951

@4psychos: Well, it really does not bother me per se, especially if it's part of their religious practice. We've closed the blinds and I don't fall into the category of nosy neighbor. The root of my concern is if it goes beyond livestock - the domestic animal lover that I am. I might ask them if I knew them, but I like to keep out of other people's business. I just thought it odd and wanted to see if perhaps there were others out there who practice something similar. And, the fact that it disturbed my son got my attention.

Um it's not very private if your son can view it. I would have called immediately. If they want to continue with practices like that then they can move to the county and do it not in a neighborhood where people can see. No matter what type of animal it is it's not for anyone who would oppose to see. I would call and atleast inform someone to go check out the situation. 4951

it is not "normal" to kill any animal on an alter , hunting animals for food is different . I would call the cops & ask them to investigate , they may want to set up a camera in your 2nd floor to see what is really going on before they do anything. You could have witches & warlocks next door & not even know it .... 4951

Are your neighbors from a different country?  Could it possibly be for an exorcism?  Many years ago I lived in Pasadena, TX, and rumor had it that the Mexican family who lived down the street were known to perform exorcisms.  They were sacrificing goats.Having seen the movie The Exorcist, hearing that really creeped me out!  
 
@SandyKnee: Yes, I believe they are. Husband and Wife (or the couple - I don't know if they are married) participate together during the process. He wears a white cap of sort while she stands and watches. They save the pelt and put the remains on a plate, sitting on the ground, surrounded by lit candles, flowers, and sticks that resemble lengths of cane in a tall container. They also maintain a "dog house" which is filled with candles resting at different heights. This goes on 2-3 times a week - I know (not from watching but..) from the sounds that make their way over the fence.
