@TEXASGIRLMAMMA, obviously it did. He only broke the law for a few minutes, seconds even, and being a city employee means he can in fact break the law.He was an ***. As is everyone who defies an officer when they pull you over. Why do that? Give him your license and registration. If you feel you were pulled over because of race, once you get the ticket or whatever, from the officer, call 911 and ask for a supervisor to go to your location. Call one of the many ambulance chasing lawyers in the phone book and sue.
@Fallon: Even though the guy/jerk tried to talk his way out of a ticket by telling the police he is a city employee, he still got the ticket. Also, parking in a handicapped zone does not require the ID of the driver. The ticket is written according to the license plate. I don't know why the guy/jerk was complaining that they didn't even ask for his ID. From watching "Parking Wars", parking tickets are written/printed out and put on the windshield under a wiper blade. The owner of the vehicle is then responsible for paying the ticket. If the owner had loaned his/her car to someone that got the ticket, it's still the responsibility to either get the person to pay the ticket or the owner has to pay it themselves. It's a waste of police officer's or parking authorities time to wait for the driver to return to the car.  
lus, it tends to lead to ridiculous confrontations like that moron. A person can tear up and throw away the ticket, but it remains in the system. If there are enough unpaid tickets, the vehicle can be booted or towed. Also, if he is stopped for any other traffic violation, a check will show he/she has outstanding tickets. At that point, he/she may be issued another ticket OR be taken to jail if there are enough unpaid tickets.Edited: There is a second police car behind the one blocking the guy. When the guy started mouthing off, I suspect the first officers asked for a supervisor or backup to de-escalate the tension.
