This is going to sound crazy, but turn them upside down and "massage" the backs. From where it meets the seat to what is normally the top. Push it, pat it, and work the filling back towards the top of the unit. Having it upside down will make gravity help you. The filling has probably all fallen and compacted. Many styles have what they call "blown fiber" back cushioning, and like down it needs regular hand regulation to maintain the loft, comfort & appearance.
