Greentree suspicious vehicle am I paranoid ?

I have a general question about a vehicle I felt was suspicious this evening 5/25 close to dusk. Initially I saw a white ford focus parked with a man sitting in it on cedar village near oakwood forest with its flashers on. The man had his head down looking at his phone when i walked by. I had seen a little dog run by my house and I was walking around the block looking for it. I thought it was weird that the car was in the same place when I came back around the block. I ended up getting In my car to look for the dog and I came upon the same car with the man sitting in it about 10 minutes later parked with flashers on, on the north side of greenwood glen. I sat in the culdesac and watched for a few minutes and I didn't see anything happening so I convinced myself I was being paranoid about a delivery guy and went to drive around a little bit more looking for this dog. I was staying close to where I had seen the dog but I made a slow loop up a neighboring street then south on cedar village which turned into emerald grove and there was the Ford Focus again. This time I got a better look at the guy. He was young, thin, white or Hispanic, no official shirt as if he was working for a business, no placard or sign on the side of the car, and the front seat and dash was filled up with packages. I was immediately suspicious that he was stealing packages from people's porches. Keep in mind it was dark outside by now. Way too dark in my opinion to make deliveries. I parked again and watched. Didn't see him get out. After maybe 5 min he backed up and turned around, it seemed he was going really fast. He went on up woodland view to maple terrace and walked up into someone's driveway briefly to the garage door and then drove down plaza pines and sat on the street there for a few minutes. He made several more short stops and didn't get out. It seemed like he was backtracking a lot. One place I saw him with a box walking up to a house. Another house he pulled up to and immediately a man came out to the car and they had a short interaction and then he drove off alone.
 
My main question now is this weird to anyone else?? Is it possible that Amazon or another similar service is hiring shady looking people driving unmarked personal vehicles to deliver packages? Did anyone have a delivery stolen from their porch in the Greentree area tonight? Did anyone
else see this guy? I got the plate # and actually called the police. They didn't seem to be too concerned. I just want I know if this guy was doing something shady in our neighborhood. And also I hope the little dog found his way home. 4951

Amazon is delivering with random people now. In the past week have had two cars drive up to my house and drop a package off. Both times I've been in the garage and at first wondered who was stopping at my house. Could've been one of those drivers, but good to take note nonetheless.  4951

For sure sounds like the new Amazon delivery drivers. We had one deliver to our house over the weekend. There was a thread on here a few days ago about Amazon hiring their own drivers now. 4951

Good song but not sure if I would call her paranoid. There has been a lot of crime happening around here. Glad she was paying attention to her surroundings.
 
Just last night they had a home invasion on the news. The guy knocked on the door dressed as a center point energy worker. They opened the door and he took them hostage.
 
Better to be aware and observant than an oblivious and clueless. 4951

@driftdaisy: Not for nothing, but you driving around as much as you were could be seen as suspicious as well to others, especially if you were in the same area.  No one likely knew you were looking for a dog.  Similarly, you don't know what this guy was doing so you became suspicious.

This happened twice, one was to relative to a guy at work! Very scary. Never answer door, tell them you need to call their main office to verify. 4951
