I see parents do this on Facebook. Knowing their entire family will see everything. They air their family's dirty laundry, trying to humiliate the kids, etc. If there if a personal family issue, Facebook is not the venue.
Public humiliation is never the answer. Instead, if the kid steals from a person or store, then they should be made to personally apologize and return the item, even work to pay off the item, but that is a relatively private exchange between the affected parties.
Take away privileges, electronics, extra chores, etc., but never humiliation. That stays wth the kid and can really screw them up later.
As parents, we all do those little things that embarrass our kids, but those are not intentional, and shoukd NEVER be used as punishment.
Now, this concept with adult criminals, is a completely different story. 4951
