An improvised explosive device (IED) was found and disabled Tuesday night under a bridge near Rosebud.The fire department arrived and determined that the packages were possibly IEDs. The McLennan County Bomb Squad was called in and arrived at the scene at approximately 10:00 p.m.  An agent from the Bureau of Alcohol, Tobacco, Firearms and Explosives arrived at approximately 11:30 p.m.The bomb squad and ATF agent on scene determined the device was an IED designed to blow shrapnel.LINK 4951

It seems odd..it was placed under a bridge, in a rural area, not to cause structural damage and it had nothing but a fuse type detonater.
 
It doesn't seem terroristic. 4951

It seems odd..it was placed under a bridge, in a rural area, not to cause structural damage and it had nothing but a fuse type detonater.
 
It doesn't seem terroristic.
 
@BooBear:  I agree.  It sounds more like a teenager than a terrorist.   When I was young, I often unraveled firecrackers and other fireworks for the powder, then made small medicine bottle size fused explosives.  I blew up many anthills and, it was claimed, a few mailboxes.
