I don't know of any facility for them that would be free. That's not exactly how places stay in business.  Try Googling "free summer activities for kids."  Since you want it free, you need to be prepared for "do it yourself" ideas.  You could take them daily to the park and have a picnic lunch. You could turn the sprinkler system on in the back and let them play. You could take them bike riding. You could take them for exploring walks along the greenbelts. You could have a redbox movie day with them. You could take them to the Houston Food Bank to volunteer for the day.You could teach them how to bake or cook something age appropriate.  You could also teach them about earning money with chores, etc., so they can help you out. 4951

Ages?

No free daycare but get cards to montgomery and harris county libraries. Tullis and kingwood library have great summer stuff going on

Both lowes and home depot do free workshops once a month.

Michaels does a very cheap 2 dollar a day camp.

Jesse jones park also does a lot of summer stuff.

Get tags for your area pool. 4951

@Burnsway:  The community pool could occupy at least a few hours of the day, plus they will be worn out and hopefully sleep well.  Best idea of them all.@7angeleyes:  They don't have to be involved in constant activities.  There's nothing wrong some down time or with just playing in the backyard, or with the neighborhood kids.  Don't park them in front of the TV everyday all day, but some TV time wouldn't be bad.

Another free activity is Discovery Green. You can take them downtown and they can play in the sprinklers and the playgrounds...  4951

Not free, but could be done very low cost with stuff from the 99 cent store http://www.passionforsavings.com/how-to-make-your-own-sponge-ball-toss/ Great for a good time in the back yard, the park or at the beach. 4951

Bible Camps. Woodbridge Baptist on Kingwood Drive puts on a  great, weeklong camp (session is like 9a-Noon) for free.I know St. Martha's bible camp charges - it's around $30 per kid. Not sure about other local churches. Might be worth looking into! 4951

The May Center in Huffman has some free (or almost free) activities. Also, you can get a lot of bang for your buck with a zoo membership. Jesse Jones park has free activities. Library is great for escaping the heat and use those checked out books for Quiet time at home. 4951

You have gotten some great ideas. There are lots of free things for kids in the summer. Try Houston familymagazine.com and bigcitysmallkid.com. The museum district has free family nights on Thursdays from 5pm-8pm if you can stomach the crowds. But it's free and works great for children that may never be able to go otherwise. Also, the Houston Zoo offers free admission on the first Tuesday of each month in the afternoon. Hermann Park and the Rose Garden are fun places to hang out as well. Miller Outdoor Theatre offers free stage plays for children throughout the summer. Check on their website for the schedule.

ETA:
Just remembered Angel Park in Atascocita and Botanical Gardens off of 1960. The Woodlands has really nice parks and splash pads as well. 4951

Just about all churches do bible camp and most of them are free and different weeks so one could fill up almost all summer weeks with bible camp alone...lol

Also, Houston on the Cheap always has a great calendar of events for free or very low cost. You can sign up for their email newsletter, it comes out I think on Thursdays and they don't fill your inbox with a bunch of spam.
