Maybe for @Nurse3 but also for anyone else that knows...
 
I know that in the winter time, the cold dry air and near constant running heaters dries out skin, but what would cause dry skin in the summer? Too much sun is not the issue at all. Seems like the humidity and tropical heat would help. 4951

@sooner34: Pretty funny but NO! This is a spot on my hand below my thumb, just above my wrist, actually just at that joint. It gets dry and irritated every summer, then goes away. Using something like Mary Kay's Satin Hands or a scrub/moisturizer combination helps it a lot, but it doesn't go away until the season changes again. 4951

@donnatella: air conditioners and fans? Try coconut oil. That stuff fixes everything.
