It is with great excitement and overwhelming pride that we are
announcing that Governor Abbott will be signing the Texas Compassionate
Use Act tomorrow! What an amazing day in Texas history! Our Bill becomes
law with his signature!!! We know
that this event would not have been possible without the hard work of so
many of our CAFE Texas families who fought tirelessly to have their
stories heard. The phone calls, the emails, the personal visits.....each
one mattered. EVERY SINGLE ONE. Each one helped make this moment
possible. So thank you.....thank you from the bottom of the hearts of
every family that needed HOPE. As far as next steps, the Department
of Public Safety has until the end of 2015 to make the rules and
regulations around this Bill. CAFE Texas will begin working soon with
DPS to ensure that they understand the dire need to start dispensing CBD
as early as possible for those that need it. The Texas Compassionate
Use Act states that three dispensaries must be open by September of
2017--but we will work hard to see that our families find relief sooner
than that. We can not make guarantees, but we can promise to work hard
on your behalf to have CBD available sooner than the dates stated in the
Bill. Again, thank you to everyone who has made the journey
possible. We appreciate your commitment and dedication to this cause.

@BooBear: Not the best explanation-I am trying to find a better article.Basically, it is legalizing the use of cannibis oil for intractable epilepsy in Texas.  ETA: It is also for other chronic conditions

AUSTIN, TX (The Texas Tribune) - Offering what he said would be "healing
and hope for children who are afflicted by relentless seizures caused
by epilepsy," Gov. Greg Abbott signed legislation Monday legalizing
low-THC cannabis oils as treatment for certain medical conditions.The
Texas Compassionate Use Act from state Sen. Kevin Eltife, R-Tyler, will
legalize oils containing CBD, a non-euphoric component of marijuana
known to treat epilepsy and other chronic medical conditions. The state
will regulate and distribute the oils to patients whose symptoms have
not responded to federally approved medication.Senate Bill 339
requires the Texas Department of Public Safety to license at least three
dispensing organizations by Sept. 1, 2017, provided that at least that
many applicants have met the state's requirements. According to the
bill's author, dispensaries will function similar to compounding
pharmacies. Only a neurologist or epileptologist will be able to
prescribe CBD oil. The law will go into effect on Sept. 1, 2015.Surrounded
by families whose loved ones have suffered from intractable epilepsy,
Abbott insisted that the new law was narrowly tailored for a specific
purpose."I remain convinced that Texas should not legalize
marijuana, nor should Texas open the door for conventional marijuana to
be used for medicinal purposes," Abbott said, ahead of the signing. "As
governor, I will not allow it; SB 339 does not open the door to
marijuana in Texas."But not all medical marijuana advocates are
celebrating. Many believe the new law does not go far enough, offering
limited options to Texans with epilepsy — the proposal requires a
CBD-THC ratio of no more than 20:1 — and nothing for those with other
diseases that can be treated with medical marijuana, such as cancer."While
this program leaves most patients behind and we're concerned about its
functionality, today is one for the history books," Heather Fazio, Texas
political director for the Marijuana Policy Project, said in a
statement Monday. "The Texas Legislature is sending a resounding
message: Marijuana is medicine."Texas is currently one of 13
states where marijuana is illegal for medical and recreational use. In
recent years, 14 states have legalized CBD oil for certain medical
conditions while twenty-three other states and the District of Columbia
have laws allowing broader medical marijuana use. 4951

It is a step in the right direction but cbd is very limited in who it can help. I wish it was whole plant so that it would help more of those in need . I dont belive this will change anything and is just a poorly written bill. What doctor would jeopardize his license to practice if it is still a schedule 1 in the eyes of the government. Until that day medical refugees will continue to leave texas to seek alternative treatment in the states where whole plant medicine is available. 4951

See no, I disagree because my daughter has seizures and has since she was 2, she is now 19....have you ever read or experienced the side effects of the chemicals they give you to try and control them? I would love for her to not have to take these drugs anymore. to have an alternative. It's been proven to work. 4951

I heard him say this last night on the news & shook me head. I'm not saying epilepsy is not as severe a condition as cancer, but what about cancer patients. This just doesn't seem like a sound policy to me.  "as governor I will not allow it"  what are you a freakin' dictator?  Our government is wasting too much time focusing on abortion, marijuana, gay marriage and just all other stupid social issues. They need to get back to work to improve the country in so many areas that affect the every day citizens who provide the most for this country.   #1 is Jobs, the government needs to stay out of private industry. No I'm not going to get in a debate over any of these the social issues.   4951

@chilladahun: If you would get off your high horse and read the post, it is for oil only and would be very controlled.I take 3 different medicines for my seizures.  I am lucky to only have a few every month now.  The side effects of these medicines are not fun though.  I do not smoke pot but would consider trying the oil if it meant less side effects.

@thegoodwife: It's for those with other chronic conditions as well.  I am not sure if the oil is as effective in those with cancer. 
 
@RogueHippEE: Something he said last night gave me the impression that most folks with illnesses that could be controlled or help weren't going to be allowed to use the oil or any type of marijuana. The mention seizures but did not get specific about any other illnesses. Do you know whether cancer is covered by this bill?

It is not.  The bill was very specific in what disease states it is applicable to.  The reason it was written this way was to demonstrate responsible medical use.  It was thought that by doing it this way the door could be open for more uses in the next few years.    
 
@Stealth83: Didn't read the bill, as I stated I saw it on the news & Abbott talking about the use for seizures,  that was it... So I was right - cancer patients are still suxing wind on the great marijuana debate... for a few more years!  Seems stupid to me.
