We seem to have now luck with the residents/tenants at the house behind us.  Their pool is yet again stagnant--nasty green, mosquito and snake haven.  Is there anyting I can do so the city or HOA will take a look? Thanks for the help. 4951

Did you call the HOA? That would be the first step. They can't do much but it might help. You can also go to the city of Houston website and look up what to do. There is a ton of information on there so I am pretty sure there are bad pool processes to follow.
I guess the other question is it just not been put in service yet? Maybe they let it go for the winter and crunch it to get ready for the summer. 4951

I think I remember you can call 311 to report it if it is a health hazard. 4951

@tatertot58: Yes call 311. Tell them you want to connect with the Dept. of Neighborhoods and need an inspector to come out.  Anything else wrong with the place - tell them there is trash, debris, tall weeds a stagnant pool increasing the mosquito population, that's' a health issue.

@XpatQN:
The city of Houston has an entire department dedicated to mosquito control. I bet you'd get the fastest result filing a complaint with them. Idk the website, but Google for info. Good luck!

Pools can turn pretty quickly during the rainy season.  I was supposed to be watching the neighbor's pool one summer and went out of town for a few days.  When I came back the entire pool was green. (I was only in high school at the time and didn't know better.)  Anyway, I was sick to my stomach when I saw the pool, but after some shock and scrubbing the pool was back to it's old self.  Make sure to give your neighbor the benefit of the doubt before you go too far. 4951

when we opened our pool last year it was dark green (ugh) we did everything to  clear it up  & nothing worked . Then we took a sample of our water to our local pool sales & they put the sample  into this computer thing they have & then gave us  2 buckets  5 lbs. each ) & told us to add both buckets  & vacuum till it was clear. Within 4 hours it was crystal clear ! So it can happen & if you gt the correct chemicals it will clear right up . 4951

Thanks everyone. Am curious....don't people run their pools all year long? Of course we adjust the timers according to the seasons. We've never let the pool sit stagnant. Just wondering. I think after all your various comments, I will let it go and see what happens. If they still haven't taken care of the pool by mid/late April then I will say something.  Thanks again! 4951

Hurricane put a large oak thru our roof and into the pool.  No power for a week and obviously pool went green with a ton of debris.  Tree was removed and went thru process of insurance, roofing the house and damage repair.  The process takes time and the pool was last on a needs list to get back up and in shape.  I got a citation from the city or county, dont remember actually.  I couldnt believe it.  Fine was 1400 bucks and the courthouse was way south Houston off of Mykawa Rd.Called the number on the ticket for directions to the courthouse, they couldnt believe I would fight the ticket.  Everybody just pays the fine is what they told me.Anyway, I show up and they did not so no fine etc. 4951
