When you are stopped the officer can and most times ask all occupants for identification. Based on what I can tell the passenger refused and so did the driver. With the stop for seatbelt violation, the officer has probable cause to ask for identity.
you are not seeing the entire video. They ask several times for the passenger to give his id. The driver then rolled up the window, and they refused. Upon that, they are obstructing an officer. Nobody ever said there was or was not a gun or even dope, or other items in the car. The news is only showing one side of the story.
Remember the Rodney king Video... did you see the part where King was in a car chase, then beat up 2 officers who went to the hospital. No most people didn't, all they saw was the press version, of the police hitting King with the batons. They never showed King hurting 2 officers. By the time the press only showed the beating part, the 2 hurt officers were pulled back.
