Yes, Suddenlink has instigated an maximum allowance usage per month, the amount depending on your download speed. Ours is 10 mbps and we were charged a $10 fee for going over our allotment last month. It says it waives the first two months, however, I did not know there was an allowance until the fee. Beware.Suddenlink.com/allowanceplan

It's actually been there well over a year. It's in the terms you agreed to but no one reads. It's not just suddenlink, I don't know of a single provider that does not have a cap policy. CenturyLink has one as well and theirs is lower.
