Silver 2000-2007 Mitsubishi Lancer, TX Lic # CWN 3435Faded black primered LF fender.Hispanic Male.Guy was driving 59N, followed him from Crosstimers area to Northpark with failure of police response.He kicked back at least 2, maybe 3 of his green bottled brew of choice. I was unable to recognize the exact brand etc as well.. I'm not a beer drinker. Front windows down the whole time, seemingly without care that he was plainly visible.How do these people get away with this? How do the police fail so hard when I'm following him trying to hand him over on a silver platter?? 4951

Its a big city,, and when you are on the freeway, they have to dispatch a traffic cop, who may not be in the area. by the time they get to your area,, you could be out of jurisdiction.also, many times they are busy with other traffic stops.now for the people its easy,, you can buy a beer at a gas station, get in the car and pop it open down the street. This city is way to easy to drink and drive that is why there are so many accidents and deaths. you did the best you could do, was follow and call. If you cant get HPD,, then try Humble police, or even the sheriffs department..   4951

I'd considered blocking his egress at the Northpark exit with my vehicle and removing him from his while I wait for police. This guy was all over the place.Unfortunately Texas has no statutes in place that protect an individual placing another under citizens arrest, and I'd realistically open myself to a tremendous civil suit for trying to be a good guy. 4951

I tried to call the number to reports incidents because a land Rover was all over the place, running a few cars either off the road or onto the curb....they transferred me to the non emergency line. 4951
