Vote is rescheduled for March 26 due to "barks and howls" of people who care about the City of Houston trying to take ownership of their dogs/pets.  The proposed ordinance would allow "title and sole" ownership to BARC after a short hold on the dog/animal if your dog/animal accidentally gets out and is taken or picked up by BARC!! We have Constitutional Rights in our property" and the City is trying to take away your dogs/animals.  It could happen anytime you entrust your do to an animal professional such as a veterinarian, kennel, doggy daycare, pet sitter, GROOMER or even a friend or family member.  NO exceptions to this law. You could return from your vacation and find that your pet has been turned over to a Rescue Group and they can REFUSE to return your dog/pet IF this law passes.  Fax an email to Houston City Council with your comments or FAX to Houston City council at 832-393-3336, 832-393-3302, ect. Send an email to districte@houstontx.gov and tell them that you oppose Section 6-102b of the proposed animal ordinances. We have Constitutional Rights in our property and that includes our dogs.  The City is attempting to do away with property rights with due process which is unfair. This is a very harsh result for someone's dog accidentally getting out.  Also check out website for Texas Dog Commission. 4951

What is going on with this pansy world... First of all,, they are DOGS! Dogs cant talk, so they bark,, big deal. Second, They are dogs,, they bark,, which is a warning to the homeowner, that someone is around your house. I prefer my dogs to bark because I know someone is near by. There has been times, when they just bark at the moon, however 99% its because someone is around. My dogs have even alerted the neighbors when some kids were snooping around in their garage. and third,,, THEY ARE DOGS,, THEY BARK AND RUN.. my dogs get out and yes they scare people, but most of the time its becasue a fence picket got loose, or the gate wasnt closed. They run around and then come home. Its a pain and we do our best to keep them in, but THEY ARE DOGS.Vote this stupid ordinance down. 4951

Does this include if they are chipped.  Wouldn't they have to notify you if your dog was picked up? 4951

I totally agree with texican. Also, it doesn't matter if they are microchipped if your groomer, dog sitter or vet thinks that you are a bad owner then BARC can take possession of you dog, even euthanize it. 4951

@fcabanski: But only if your pet meets certain requirements.
For instance, if it has teeth, it may not qualify, they are just to dangerous for the public good.Also, if they pee or poop, they will not meet certain guide lines because of the added cost to the government and communities.There has not been any choice made on the whole shedding thing yet, they may allow that one.And so far most other things meet requirement for you to keep you pet.Unless they are a cat, and outside the house, cats must be indoor pets only! They do not even require outside to use the restroom. There you have it.Of course if you friends with some politician or currently are favorable in the eyes of the government, you maybe exempted from the above also.Keep your party donation receipts for proof! 4951

The proposed law is to keep it as is. It doesn't not apply to anyone but Barc. Not to individuals or groomers or anyone other than shelters.
 
What it means is the law could be changed only after the hold time has lapsed. If it changes, it means an owner has no real right to get their dog back but only after the stray period has lapsed. It would mean the should a dog at animal control be adopted, the original owner couldn't take the dog away from them or rescue.
 
Right now, owners have the right to show up months later and rip a dog away from rescue or the new home.
 
It could mean no more adoptions and no more rescue. If an owner doesn't show within the stray hold, no rescue and no adoptions. Just a body bag.
 
It's just my opinion that once a dog is released, they are released period. Owners need to chip and tag their animals! And understand that there will not be rescue or adoption for them.

Sorry but this law means BARC can take possession of your pet if it accidentally escapes your home, your groomer, dog sitter, vet, ect turns you and them into BARC. They then can hold it, euthanize it or turn it into a rescue group who will On my way! It INSTEAD of you. Very serious grab of constitutional property rights. It all boils down to "you lose ownership of your pet". Pets ARE family and Houstonians WILL fight this law. 4951

It's after the stray hold expires at Barc. And it's only Barc the law is speaking about. The problem to me is that some rescues won't be pulling from Barc anymore.
 
I'm sure Zandra will explain. But she is for owners. She also has strived to not return a dog that's been abused or neglected but to me it would mean there is no choice. A rescue or adopter must return property despite how long, whether they suffered in that home, and whether or not they would of passed that hold period and been euthanized waiting and waiting for their owner to show.
